, 1. Introduction
Every development projects is, in its own particular approach, aimed at
improving the quality of life for its proposed beneficiaries. A project’s success
therefore lies in its ability to achieve this intended aim while following the
project’s original design. Success also requires that the best alternative project
plan is selected during the project planning phase.
A necessity is therefore created that an assessment be carried out in order to
establish the success of a project. An assessment could identify whether the
project’s design was followed during its implementation and whether the
selected project plan was indeed the accurate alternative to implement.
Monitoring and evaluation are two methods which facilitate such assessments
to be conducted.
Consequently, it becomes necessary for all development practitioners to have a
sound understanding of what monitoring and evaluation entails, what
variations on its techniques are available as well as thorough knowledge of
which variation of methods would be best suited to a particular situation.
I would therefore like to define monitoring and evaluation and articulate the
differences between them in order to eradicate any confusion. For the purposes
of this essay I will then distinguish between Conventional monitoring and
evaluation and Participatory monitoring and evaluation. I will conclude my
essay by providing a discussion on the techniques and outcomes of two case
studies that have utilised Participatory monitoring and evaluation as a method
of conducting assessments on development projects in south-west China.
