As human beings we understand the necessity of cooperating with each
other in order to achieve development and other goals in our own
societies. One such method of cooperation that can enable people to
achieve their own empowerment is mass participation.
Questions arise however as to why mass participation has remained
elusive in the Third World and as to what has prevented empowerment
from being achieved. Even though we understand the importance of
government and all its various institutions in regards to law and order
being maintained, bureaucracies are often blamed for inhibiting this
method of empowerment.
I would therefore like to discuss the influence of the bureaucracy of the
Western Cape Agricultural Department on mass participation and
empowerment in the Overberg region.
