Analysis of a Draft Public Relations Programme Using the Four-Step Formula

1. Introduction

Public relations (PR) is an important strategic management function through which
organisations communicate with their publics, manage their reputation and develop mutually
beneficial relationships with stakeholders. In contemporary organisations, effective public
relations cannot simply consist of sending information to the public. Instead, it requires
research, careful planning, implementation and evaluation to ensure that communication
activities contribute towards clearly defined organisational objectives. Public relations is
therefore closely connected to strategic communication and relationship management (Smith,
2021).

A public relations programme should be based on a systematic planning process because
communication activities that are not supported by research may fail to address the actual
needs, concerns and expectations of the intended publics. Smith (2021) proposes a strategic
public relations planning model consisting of four broad phases: formative research, strategy,
tactics and evaluative research. These phases provide practitioners with a structured approach
for understanding a communication problem, developing appropriate objectives and
strategies, implementing communication activities and determining whether the programme
achieved its intended outcomes.

This essay analyses the draft public relations programme using the four-step formula. It first
explains important concepts associated with public relations, including public relations
campaigns, impact levels, opinion-makers and focus groups. It then examines the different
sections of the draft programme in relation to research, strategic planning, communication
tactics and evaluation. The discussion demonstrates that a successful PR programme should
be research-driven, audience-centred, measurable and flexible enough to respond to changing
circumstances.
