1. INTRODUCTION

Municipal financial management is a central component of effective local government
because it determines how public resources are planned, allocated, utilised and controlled to
promote service delivery and community development. In South Africa, municipalities are
required to manage their financial affairs in accordance with principles of accountability,
transparency, efficiency and responsible fiscal management (Republic of South Africa, 1996).
This responsibility is supported by the Municipal Finance Management Act 56 of 2003
(MFMA), which establishes a framework for sound financial management and assigns
specific responsibilities to municipal political office-bearers and officials (Republic of South
Africa, 2003). Understanding municipal financial management therefore requires
consideration of the internal role players responsible for financial governance, as well as the
distinction between the public and private spheres in the management of money. Furthermore,
the concept of “the People” is significant within democratic governance because public
authority ultimately derives from the collective will and participation of the population
(Republic of South Africa, 1996). This discussion examines these concepts and their
