Theoretical Foundations of Participatory Development
The emergence of participation as an alternative development paradigm has been remarkable,
with enthusiasm for community participation evident across the globe and particularly in South
Africa (Cornwall 2008). However, the difficulties of achieving genuine participation at grassroots
level are not always fully recognised or analysed. Participatory development, specifically in urban
upgrading contexts, represents an awareness of the inadequacy of previous development efforts
that failed to communicate effectively with local persons and to consider their felt needs and
potential contributions (Chambers 1997). The Typology of Participation, as conceptualised by
Pretty (1995), provides a framework for understanding the spectrum of possible engagement, from
tokenistic involvement to genuine empowerment. This framework is particularly relevant to the
South African context, where the legacy of apartheid spatial planning and the persistent challenges
of inequality demand development approaches that centre the voices and agency of marginalised
communities (Turok 2014).
