The Meaning and Purpose of Assessment in Teaching and Learning
Assessment is a fundamental component of the teaching and learning process that extends far
beyond the mere assignment of grades or marks. At its core, assessment refers to the systematic
process of gathering, analysing, and interpreting information about learners' knowledge, skills, and
understanding to make informed decisions about their learning progress and the effectiveness of
instruction (Black & Wiliam, 1998).

The primary purpose of assessment is to support and enhance learning. This occurs through
formative assessment, which takes place during the learning process and provides ongoing
feedback to both teachers and learners. Formative assessment helps teachers identify learning
gaps, adjust their instructional strategies, and provide timely interventions where needed (Harlen,
2007). For learners, it offers valuable feedback that guides their understanding and helps them
recognise areas requiring further effort. According to Wiliam (2011), effective formative
assessment is one of the most powerful tools available to improve student achievement.

Assessment also serves a summative purpose, evaluating what learners have achieved at the end of
a learning period. This includes formal examinations, standardised tests, and end-of-term
assessments that measure learner attainment against curriculum standards and learning outcomes
(Department of Basic Education, 2011). Summative assessment provides accountability, informs
progression decisions, and communicates learner achievement to parents, schools, and broader
education systems.

Furthermore, assessment serves diagnostic purposes, helping teachers understand learners' prior
knowledge, learning difficulties, and individual needs (Bennett, 2011). This is particularly important
in the South African context, where classrooms often exhibit significant heterogeneity in learner
achievement levels. Research on South African classrooms has found substantial differences in
academic achievement among learners in the same grade within a school, and even within the
same class (Spaull, 2013). This highlights the critical need for assessment practices that can identify
and address diverse learning needs.
