1. Introduction

Inclusive education has become a cornerstone of educational reform in South Africa, with
the objective of ensuring that every learner has equal opportunities to participate and
succeed within mainstream schools regardless of their abilities, backgrounds or learning
needs. This commitment is reflected in Education White Paper 6, which advocates the
creation of learning environments that recognise learner diversity and remove barriers to
learning (Department of Education, 2001). Despite these policy intentions, many
mainstream schools continue to encounter difficulties in providing equitable educational
opportunities because of overcrowded classrooms, inadequate resources, insufficient
teacher preparation and the increasing diversity of learner needs (Walton, 2018). These
challenges highlight the importance of instructional approaches that enable teachers to
respond effectively to diverse classroom contexts.

One such approach is differentiated instruction, which has gained considerable attention in
educational research as a learner-centred strategy for accommodating differences in
learners' readiness levels, interests and learning preferences. Rather than employing a
single method of teaching for all learners, differentiated instruction encourages teachers to
adapt curriculum content, instructional processes, assessment methods and learning
activities to maximise participation and academic achievement (Tomlinson, 2017). Within
inclusive classrooms, this approach enables educators to provide meaningful learning
experiences while maintaining high expectations for all learners (Florian & Black-Hawkins,
2011).

Although differentiated instruction is widely recognised as an effective strategy for
supporting inclusive education, its implementation in South African mainstream schools
remains uneven. Many educators continue to experience challenges such as limited
