1. Introduction

Inclusive education is a fundamental principle of the South African education system,
aiming to ensure that all learners, regardless of their abilities, backgrounds, or learning
needs, have equitable access to quality education. Despite the policy commitment reflected
in the Department of Education's White Paper 6, many mainstream schools continue to
experience challenges in accommodating learner diversity effectively. Teachers frequently
encounter classrooms comprising learners with varying academic abilities, disabilities,
linguistic backgrounds, and socio-economic circumstances, making it difficult to provide
meaningful learning opportunities for every learner (Department of Education, 2001).
Differentiated instruction has emerged as an evidence-based teaching approach that
enables educators to adapt content, teaching strategies, learning activities, and assessment
methods to meet the diverse needs of learners, thereby promoting participation and
academic success (Tomlinson, 2017; Florian & Black-Hawkins, 2011).

Although differentiated instruction is widely recognised as an essential strategy for
inclusive education, its implementation in South African mainstream schools remains
inconsistent. Many teachers report inadequate training, limited teaching resources,
overcrowded classrooms, and insufficient institutional support, which restrict their ability
to differentiate instruction effectively (Walton, 2018; Nel et al., 2016). Consequently,
learners with diverse educational needs continue to experience barriers to learning,
resulting in unequal educational outcomes and limited participation in classroom activities.
