Introduction
Conflict is an unavoidable organisational phenomenon in the public service because
government institutions operate in dynamic environments characterised by diverse
stakeholder interests, limited financial resources, political oversight, legislative
obligations and increasing public expectations regarding service delivery. Public
managers are therefore expected to view conflict not merely as a disruptive
occurrence but as a strategic management issue that requires timely intervention and

organisational stability and improve institutional performance. Effective conflict
management contributes to employee wellbeing, organisational effectiveness and
