Settlement

Introduction

Access to reliable and safe water is a fundamental component of sustainable human
development and service delivery, particularly in rapidly growing informal settlements.
Emthonjeni Informal Settlement, located near Mthatha in the Eastern Cape, faces
significant water service provision challenges due to its rapid population growth,
irregular spatial layout, and complex physical geography. The settlement is situated in a
valley surrounded by steep slopes, making infrastructure development both technically
difficult and costly. Additionally, ageing and vandalised infrastructure, illegal
connections, and socio-economic inequalities exacerbate the already strained water
supply system.

The fluctuating population due to seasonal migration further complicates demand
management, while limited access to formal water infrastructure forces some residents
to rely on unsafe sources. In this context, Geographic Information Systems (GIS) offer a
powerful tool for spatial planning, monitoring, and decision-making. This essay
proposes and discusses five strategies to improve water service provision in
Emthonjeni, with a strong emphasis on the integration of GIS to enhance efficiency,
sustainability, and equity in service delivery.

1. Infrastructure Upgrading and Decentralised Water Systems

One of the most critical strategies is the upgrading of existing water infrastructure
combined with the introduction of decentralised water systems. The current reliance on
ageing communal standpipes is insufficient for the growing population. Infrastructure
upgrades should include replacing damaged pipelines, installing additional standpipes,
and improving storage facilities.

Decentralised systems such as rainwater harvesting tanks and localised storage
reservoirs can supplement municipal supply, particularly for households located on
