in South Africa



Social grants are a major part of South Africa's plan to help poor and
vulnerable people. These grants include the Child Support Grant, Old Age
Pension, Disability Grant, and others. They give money to children, older
persons, and unemployed adults. The main goals are to reduce poverty,
make society more fair, and help with education, health, and nutrition.
However, there are problems with how these grants are given out, such as
delays in payment, poor targeting, and worries about whether government
can afford them in the future. Social grants can be understood as an
important development tool when examining the policy planning process,
how grants are designed, the challenges involved in distributing them, the
systems used for monitoring and evaluation, and the role of leadership and
governance in ensuring their effectiveness.

, 1. The Policy Planning Process

1.1 Agenda-Setting

The policy planning process starts with agenda-setting, which means
bringing problems to government's attention so they can be addressed
[Study Guide, Learning Unit 5, p. 132]. In South Africa, the need for social
grants came from the country's history of apartheid, which left many people
poor and without resources. After democracy in 1994, the new government
had to deal with huge inequalities. The Constitution of 1996 says everyone
has the right to social security, which forced government to act [Study
Guide, Learning Unit 4, p. 113].



Different groups helped put social grants on the agenda. Trade unions, civil
society organisations, and political parties all pushed for help for the poor.
As the study guide explains, agenda-setting is shaped by power dynamics
and who has the power to say something is a problem [Study Guide,
Learning Unit 5, p. 132]. The African National Congress (ANC) had
promised to improve people's lives, so they had to deliver.
