Introduction

1. Equity

Definition and philosophical origins
Equity in education refers to fairness in the distribution of educational opportunities,
resources, and outcomes, taking into account learners’ diverse social, economic, and
cultural circumstances. Unlike equality, which assumes sameness of treatment, equity
recognises structural disadvantage and aims to correct systemic imbalances
(Unterhalter, 2017). Philosophically, equity draws from theories of distributive justice,
particularly the work of John Rawls, who argued that social institutions should benefit
the least advantaged members of society.

Historical context and evolution
In South Africa, equity emerged as a central educational principle after 1994, as a
response to apartheid’s racially segregated and unequal schooling system. Post-
apartheid policies such as the South African Schools Act sought to redress historical
injustices by redistributing funding and improving access for marginalised communities
(Sayed & Motala, 2012).
