1. Identifying and Defining the Research Problem
The first step in empirical research is recognizing a gap in existing knowledge and defining a clear
and researchable problem. A research problem focuses the study, establishes boundaries, and
determines the direction of inquiry. It typically arises from observation, theoretical insights,
practical challenges, or inconsistencies in prior research. The research problem must be specific
enough to allow empirical investigation yet sufficiently significant to justify study.

For example, a scholar interested in public policy might ask: “How effective has the Promotion of
Access to Information Act (PAIA) been in improving transparency in local government
decision-making processes?” The choice of PAIA is prompted by legislative reform and public
interest in accountability, making the research both relevant and empirically testable.¹

A well-formulated research problem leads to the development of research questions or hypotheses.
Research questions define what the study aims to answer, whereas hypotheses are tentative
statements predicting relationships between variables.

2. Literature Review
Once the research problem is defined, a comprehensive review of the literature is essential. The
literature review involves systematically identifying, evaluating, and synthesizing existing research
related to the topic. This step achieves several goals: it situates the study within existing knowledge,
identifies theoretical frameworks, reveals methodological approaches previously used, and
uncovers gaps that justify the current inquiry.

The literature review also serves to refine the research questions and informs the choice of
research design. For example, an analysis of studies on PAIA implementation reveals which aspects
of transparency have been empirically examined and which remain under-researched.² In this way,
the literature review builds the foundation for the empirical investigation and enhances the study’s
scholarly rigor.
