Primordial - Answers seeks to address conditions that underlie the emergence of a public health
issue, focus on social, economic, and environmental stuff. Prevent a problem before it happens
(parenting class) NO DISEASE
Primary - Answers address factors that directly cause a disease. (tax on smoking to stop
smoking, campaigns in schools. NO DISEASE
Secondary - Answers detect and address early stages of disease (screenings, teach comm
members to administer Narcan) DISEASE
Tertiary - Answers manage/treat disease and to prevent further issues (rehab, chemo, physical
therapy) DISEASE
Quaternary - Answers avoid overtreatment or harm from medical intervention. Avoid aggressive
treatments. (will not always be last) DISEASE
Public health model - Answers focuses on the population health, emphasis on prevention and
health promotion for patient and whole community, tackles problems by increasing access.
EQUITY! Improve environment, human behavior, lifestyle, and medical care.
Medical model - Answers focuses on the individual health, emphasis on diagnosis, treatment
care, only medical care.

health of the community. (identify health issues, assess risk factors, track health trends)
Core function: policy development - Answers using data from assessment, to create public
policies and strategies to promote health of the comm and pop. (make plans, programs, and
policies, work with stakeholders and comm.)
Core function: assurance - Answers to ensure services are provided to protect and improve
public health (access to healthcare, provide heath ed, enforce laws and policies, evaluation
effectiveness of service)
