Includes ensuring policies are followed and complete requirements are obtained. Led by ASA(FM&C) and unit leaders. Sending tracked by ACOMs, PEG, Unit and ABO. Program Objective Memorandum (POM) - 5 year resource requirements. 1st year is the Budget Year. Years 2-5 are program years. Built in Programming Phase. G8 lead Management Decision package (MDEP) - "account" for all resource requirements for a program or activity. Program Evaluation Group (PEG) - Management group co-chaired by ARSTAF and Secretariat principals that oversee the development of the POM for their respective areas. 6 PEGs broken out by Title 10 function
