Congress determining what will be resourced and approving appropriations. Led by ASA(FM&C) Execution - Final phase - oversight of and obligation of funds to support operations. Includes ensuring policies are followed and complete requirements are obtained. Led by ASA(FM&C) and unit leaders. Sending tracked by ACOMs, PEG, Unit and ABO. Program Objective Memorandum (POM) - 5 year resource requirements. 1st year is the Budget Year. Years 2-5 are program years. Built in Programming Phase.
