Antecedenten van New Public Management

Neoliberalisme: was eerst vooral een protest van toenemende regulering van het kapitalisme,
maar werd vanaf de jaren 1970 een reëel alternatief voor sociaal gereguleerd kapitalisme.

Ayn Rand: the virtue of selfishness
- De mens is primair gericht op eigen belang en moet dat om ethische redenen ook zijn.
- Verwerping van de afhankelijkheid.
- Interventie in de individuele autonomie is een taboe, de staat is een amoreel monster.
- Politiek moet volledig vrije markten mogelijk maken en waarborgen.

Adam Smith: theory of moral sentiments
- Voorwaarde voor een vrije markt is de aanwezigheid van maatschappelijkheid: empathie en
onderling vertrouwen.
- Wordt door neoliberale politiek juist de nek omgedraaid.

Kernpunten van het neoliberalisme:
- Niet langer ‘laisser faire’, maar juist activistisch (soms tegen het agressieve aan)
- Gericht op de afbouw van de staat en sociale verbanden in marktrelaties
- De publieke sector als bedrijf
- Mensbeeld: homo hyper economicus
Het neoliberaal sentiment in de jaren 1980 is verantwoordelijk voor de deregulering, liberalisering
en motivatie van de marktwerking.

Weber’s bureaucratiemodel: ‘the means of carrying community action into rationally ordered
societal action’.
- Uitgekiende mix van rationaliteit en rechtstatelijkheid
- Hiërarchisch systeem op basis van competenties
- Ingebed in regels die handelen coördineren en legitimeren

Kritiek op het bureaucratiemodel van Weber:
- Hiërarchie: langzaam, ouderwets, verspilling van talent
- Regelgeleid: inert, stroperig, geen verantwoording van doelen en prestaties
- Inputfinanciering: verkwisting, x-inefficiency
- Politieke primaat: introvert, autistisch, naïef
