What strategies are used to develop the public health policy?

One of the aims from the public health policy is to promote a healthier nation. To do this,
one of their strategies is to have a smoke-free society because it is a large risk factor for
premature death and poor health in England. Not only will it improve the life expectancy of
individuals, it will reduce the costs of society due to not having as much demand on health
care services. One of the policy’s approaches to do this will be to manage and promote the
reviews on e-cigarettes and other alternatives to cigarettes as these have been proven less
harmful. Additionally, they advise the government on effective national and local tobacco
control policy including on harm reduction and effective treatment, that works to reduce
the rates of smoking. One policy such as the smoking ban states that it is illegal to smoke in
any pub, restaurant, and most workplaces and work vehicles. Before the ban, there was a
large body of research linking passive smoking to health problems. This policy was
influenced by the fact that studies have shown that breathing in second-hand smoke
increased an adult non-smoker’s risk of lung cancer and heart disease by a quarter, and of
stroke by 30 percent. Breathing in other peoples smoke is harmful for children because their
lungs are still developing, resulting in a higher risk of respiratory infections, asthma etc. This
policy is positively influenced on individuals because This policy is positively influenced on
individuals because the British Medical Journal estimated there were 1,200 fewer hospital
admissions for heart attacks in the following year after the ban.

Another strategy to promote a healthier nation is to halve childhood obesity and reduce the
gap in obesity rates because it can cause premature mortality, illness and disability each
year. An approach to do this is to advise the government on policies to improve diets and
reduce obesity rates across the country. Also, the public health policy will also develop a
national learning and development programme on nutrition to tackle obesity. This will help
meet its aim because individuals will become more educated on nutrition and the certain
types of food that will affect your health. The policy on banning the sale of unhealthy food
in certain locations such as schools was influenced by the fact that the availability of sugary
drinks and unhealthy food was a significant cause of childhood obesity. This has shown to be
quite effective in reducing consumption in certain areas and at a particular target of
childhood consumers, but on its own is not enough to cause a significant change in eating
habits.

In order to promote a healthier nation, reducing air pollution could prevent an estimated
50,000 cases of coronary heart disease, 16,500 strokes, 9,000 cases of asthma and 4,000
lung cancers over 18 years. One of the approaches that the public health policy includes is
to develop the evidence base on air quality and work with Defra and other partners to
develop the Air Pollution Control Plan. This strategy can meet it’s aim because the things
that are put into place will reduce the amount of illnesses linked to air pollution which will
expand individuals’ life expectancy due to less risk of developing these illnesses.

, Another aim of the public health policy is to work towards a fairer society. For the policy to
meet its aims, one of the strategies they are going to take is for individuals to have the best
start in life. This is predicted to help reduce inequalities and improve health outcomes for
children and families as it is believed to place the foundations to have good physical and
mental health, and healthy relationships. One of the approach’s to meet this aim, is to work
with partners in academic, professional organisations and the NHS to develop a healthy
child programme that includes screening, immunisation, oral health, reviews of child
development and guidance in areas such as parenting and mental health. Also, they will
work with local authorities within communities to develop healthy places for families that
help to reduce inequalities, vulnerability, and adversity experienced by children and parents.
This strategy will meet it’s aim as it gives individuals who are in their early years of life
support so that health services wont have as much demand later on in life.

How does monitoring information determine patterns of health and ill health which is
used by government?

Health monitoring is an important way of determining the nation’s health. By monitoring
outbreaks of diseases and other aspects, the government will be able to put in place the
necessary resources. Examples of statistics that the government acquire includes things
such as 142 workers killed at work, 1.2 million working people have a work-related illness,
and 611,000 injuries occur at work. The government will get this information from several
data sources. For example, the HSE is a government agency who reports injuries, illnesses,
and diseases related to work to the government. It is a legal requirement to report incidents
and ill health at work, to enable the HSE and other agencies to gather data about how and
why risks arise, and to investigate serious incidents to try and prevent them in the future.
There are lots of different legislations that are put into place so that the government can
inform the creation of public health policy.

Reporting of Injuries, Diseases, and Dangerous Occurrences Regulations (RIDDOR) covers
the reporting by employers of any diseases or illnesses affecting their workers that are
potentially caused by the work environment. The government can use this data to see what
the health care needs are that occur in certain occupations. Also, the government can see
whether there are any more precautions needed for certain tasks.

The Labour Force Survey (LFS) surveys more than 40,000 households in Britain to determine
whether occupants have work-related illnesses. This information is given to the HSE for
more investigation. The government will use LFS results when checking the effect of existing
policies, to make future policy changes and to decide what is the best use of public
resources.

The Health and Occupational Reporting network (THOR) is a group run by the University of
Manchester to produces statistical information from specialists seeing patients for work-
related respiratory disorders, and skin diseases. More than a thousand doctors provide
information, with an estimated 25,000 plus cases of occupational disease and work-related
ill health.
