The 'good neighbour' policy:
● Rooservelt's idea to mend and improve relations with Latin America
● It transformed the Monroe Doctrine into arrangements for mutual
hemispheric action against agressors
● Trying to protect their sphere from Europe
● US troops removed from Haiti, Dom Republic and Nicaragua
● 1934-nulled platt agreement with Cuba
● By 1938 there were 10 treaties with Latin American countries- huge
trade benefits
● Reciprocal trade agreement in 1934- repealed many of the 1920s
isolationist policies
● Lower trade barriers and greater global engagement
Neutrality acts:
● First act 1935- the president had power to prohibit US ships from
carrying US made munitions to countries at war, also prevented citizens
from travelling on ships to countries at war to avoid accidents like
'Lusitania'
● The second 1936- banned loans or credits to countries at war. The act set
no limit on materials useful for war and US companies such as Texaco,
Standard oil ad Ford were thus able to sell items on credit to General
Franco in the Spanish Civil war.
● The third 1937- which forbade the export of munitions for use by either
of the opposing forces in Spain. However it did permit nations involved
in a war to buy goods other than munitions from the USA, provided they
paid cash and used their own ships. This became known as 'cash and
carry'.
● The fourth 1937- authorised the US president to determine what could
and couldn't be bought, other than munitions, to be paid for on delivery,
and made travel on ships of countries at war unlawful
