Contractor Licensing Generally - Answer✔Unless exempt from licensing, Oregon law requires
individuals and businesses conducting construction activities to be licensed by the CCB. All
contractors must have an RMI who completes the training and testing (or who is
"grandfathered" by working for the contractor since July 1, 2000.)
Independent Contractors - Answer✔All licensed contractors must be independent contractors.
An independent contractor is an individual or business that is not subject to the right of
direction and control by another.
Licensing Process - Answer✔To obtain a contractor license, an individual or business must
select a business entity, make necessary filings with the Secretary of State, designate an RMI,
obtain a bond and insurance and, if necessary, obtain workers' compensation insurance.
License Endorsements - Answer✔A contractor may be endorsed as residential, commercial or
both residential and commercial. A residential contractor works on residential structures and
small commercial structures.
A commercial contactor works on small and large commercial structures.
