P5- Explain what is meant by a personal budget
A personal budget is an amount of money that is given to you as agreed by your local
council, however there are also other ways of funding that may be used. This amount of
money is given to you following an assessment that determines what your care and support
needs are, this is all decided by the client. A personal budget assists disabled people to live
an active life and participate in society.
To be able to get a personal budget, the council must work out what your entitled for in
terms of public funded care and support. If you seem to need help, no matter what your
finances are, your local authority has a job to carry out a need’s assessment to get an idea
of your needs in order to determine your eligibility. There is an option for people to have a
self-assessment if they wish so that they can take the lead in identifying their needs and
goals. Once it has been agreed that you have needs that are eligible, the council will inform
you about your personal budget as part of the process of your care and support plan that
always involves you at the centre of the decisions that are made.
A personal budget helps in promoting flexibility, choice, control and quality of life to the
individual. It aims to give people who use social care services the ability to be in control of
the support that they require in order for them to live as independently without relying on
someone for support constantly, it allows them to be in control of the care they choose
that best meets their needs. By using the personal budget, an individual is empowered to
live the life that they have choose by seeing how much money is available to buy the care
you need.
The local authority is to inform the client of how they calculated their personal budget, they
are also to ensure that the budget is sufficient enough to meet the needs of the client, the
final thing that must be considered is the local cost and this depends on the services that
the client may need. But the care may also cost more if the needs of the client are complex.
The council are to notify you of what your budget is in enough time, this is so that you can
start planning what support you would like once you know how much money is available to
you to use.
Once the client has been assessed as being entitled for council funding to meet the needs
of their care and support, this is regardless of the amount they may have been asked to pay
towards their care, the council is legally responsible to offer and put in place personal
budgets for you to enable you to meet the agreed outcomes of your support plan.
You may decide to take all or some of your personal budget in the form of direct payments.
Personal budgets give you the chance to choose what support you wish to have. Each year
