1D - HoLs reform and HoCs boundary reform - - Elected HOLS dropped after rebellion of 91 backbench Conservative MPs - LibDems retaliated by blocking implantation of legislation designed to reduce number of MPs from 650 to 600 would produce a smaller number of constituencies of more equal size so that all those would have had more equal value across the country - LibDems opposed as it mainly favoured Cons. End of coalition, new conservative gov confirmed reform in time for 2020 election. 2D - Electoral reform - - May 2011 referendum Cons campaigned for FPTP while LibDems for AV (preferential voting system) rejected by 68%. - Disappointment for LibDems whom change in voting was priority in negotiating coalition agreement. - Favoured STV but opted for AV - More vote against Lib Dems than against electoral system they were promoting. 3D - Rights - - Conservatives wanted to replace HRA w/ British Bill of Rights, LibDems wanted to retain act failed to find way forward CHANGES - Devolution - WALES - Referendum 2011 for further powers in Welsh assembly received direct law making power without need to consult Westminster. SCOTLAND - Scotland Act 2012 = received more powers including borrowing powers & right to set its own rate of income tax. - Referendum 2014 Scot independence - 55% stay - Cameron/party leaders pledged to grant more powers to Scottish parl. ENGLAND - EVEL (May 2015) - Jan 2016 to pass housing bill w/out involvement of Scottish MP
