§80044 - DSS Authority to Interview - 🧠 ANSWER ✔✔Allows DSS to
privately interview clients and staff without consent, including during

§80044 - DSS Authority to Inspect Records - 🧠 ANSWER ✔✔DSS may
inspect, audit, copy, and temporarily remove facility records (must follow
, return rules in §§80066 & 80070). ⇨ Example: DSS removes ARF
medication logs for copying during an investigation.
§80046 - Exclusion Enforcement - 🧠 ANSWER ✔✔Failure to comply with
an exclusion order is grounds for discipline under HSC §1550. ⇨ Example:
An ARF continues using a staff member who was excluded; DSS issues
enforcement action.
§80046 - Lifetime Exclusion Rules - 🧠 ANSWER ✔✔Excluded individuals
(whether they appeal or not) receive a lifetime ban unless reinstated under
Gov. Code §11522 (petition allowed after 1 year). ⇨ Example: Former ARF
administrator with revoked license petitions DSS for reinstatement after 1
year.
§80046 - Exclusion Conditions - 🧠 ANSWER ✔✔Exclusion applies to:
revocations within 2 years, denials within 1 year, and prior foster family
agency denials. DSS may waive exclusion if problems are corrected. ⇨
Example: ARF applicant removed a previously disqualified board member;
DSS waives exclusion.
